PBAPP was corporatised in 1999 to serve Penang as a responsible, result-driven, customer-oriented, accountable and financially independent water supply operator. The following table summarises Penang’s outstanding socioeconomic evolution in the period 1999 to 2020 and PBAPP’s performance as a water supply operator.

  • There was no incident of water rationing in Penang, although total water consumption increased by 57.6% in the period 1999 to 2020.
  • PBAPP sustained 100% urban water supply coverage and 99.8% rural supply coverage, although Penang’s population increased by 44.7% and the number of registered water consumers increased by 90.7%.
  • Domestic per capita consumption in Penang increased by 17.2%, from 255 litres/capita/day (LCD) in 1999 to 299 LCD in 2020.
  • In the period 1999 to 2020:
  • The total maximum raw water storage capacity of Penang’s dams was increased by 151.9%.
  • The total maximum treatment capacity of water treatment plants increased by 52.4%.

  • PBAPP upgraded the maximum capacity of the twin submarine pipelines (that deliver treated water from the Sungai Dua Water Treatment Plant in Seberang Prai to Penang Island) by 80.2%.

  • The total length of water pipelines (100mm and above) increased by 39.0%.
