Since 2022, PBAPP has been working on its Water Contingency Plan 2030 (WCP 2030). The objective is to ensure water supply sufficiency in Penang until Year 2030.

Objectives
- Water supply sufficiency in Penang until 2030
- Better and more stable water supply services.
- Alleviate/resolve intermittent water supply issues in
- Seberang Perai Selatan and Daerah Barat Daya.
Strategies
- Increase maximum water treatment capacity by 602 MLD.
- Tap 3 new secondary daily raw water resources in Seberang Perai: Expanded Mengkuang Dam, Sungai Perai and Sungai Kerian.
- "Decentralise" treatment facilities in Seberang Perai to produce more treated water for supply in Seberang Perai.
- Pump more treated water from the Sungai Dua Water Treatment Plant in Seberang Perai to Penang Island.


Benefits
- Upgraded and stable water supply services in Seberang Perai and Penang Island;
- Alleviation of intermittent water supply issues in a few end-of-line (EoL) and high ground areas in SPS and DBD;
- Lower risks of a state-wide water crises arising from future climate change issues and/or Sungai Muda mishaps; and
- Water supply sufficiency until 2030.
